Section I: Purpose

The name of this student organization shall be Kaibigang Pilipino (KP).

Kaibigang Pilipino, is a non-profit student organization of UCSD. This student organization exists to educate the UCSD and San Diego communities about the many aspects of Pilipin@ culture, as well as to preserve and promote positive images of Pilipin@s. KP also exists to support Pilipin@ students, to strive for equality for all Pilipin@ people, for people of color, and to serve as a social gathering for students.

Section IIa: Primary Officers

Criteria for holding office:
The organization will have primary officers with the following titles and responsibilities.
It is the responsibility of each officer to attend all meetings and events, and to read and uphold the Constitution.

A primary officer’s full term begins after the end of the academic school year in which he or she is elected or appointed and ends at the completion of the following academic year. For the newly elected primary board, there is a transition period in which current board members and newly elected board members are all held accountable for all constitutional board duties.

Chair
The Chair of KP is responsible for all officers and their events. This duty includes, but is not limited to, regularly checking the logbook, enforcing event deadlines, delegating responsibilities, and rendering aid when necessary. With the Vice-Chairs, the Chair enforces officer accountability. S/he prepares meetings and agendas with the Vice-Chair Internal and Vice-Chair External. The Chair presides over all officer meetings. S/he officially represents KP to the UCSD community and the San Diego community. The Chair coordinates fall and spring elections, an officer fall retreat, and a spring transition retreat with the Vice-Chairs. Until the end of the 2009-10 academic year, the Chair will serve as a member of the SPACES Board of Directors.

Vice-Chair Internal
The Vice-Chair Internal assumes all duties of the Chair in his/her absence. S/he enforces officer accountability with the Chair and Vice-Chair External. The Vice-Chair Internal presides over all general body meetings. S/he co-coordinates the Kuya/Ate/Ading Component of KP STAR (Student Teaching and Academic Retention) with the Freshperson Executive. S/he is an official liaison to the UCSD community, including Kapwa Tao, the Student Affirmative Action Committee (SAAC), Office of Academic Support and Instructional Services (OASIS), all cultural organizations, Associated Students UCSD (ASUCSD), and fraternities/sororities. S/he prepares meetings and agendas with the Chair and Vice-Chair External. The Vice-Chair Internal has the authority to appoint KP members as representatives to these organizations with the approval of the Chairs.

Vice-Chair External
The Vice-Chair External is responsible for all events and contacts outside of UCSD. S/he enforces officer accountability with the Chair and the Vice-Chair Internal. The Vice-Chair External serves as the Parliamentarian or Sergeant at Arms at both officer and general body meetings. S/he is the official liaison to student and community organizations outside UCSD, including, but not limited to, the Filipino Collegiate Collaborative (FCC) and the Southern California Pilipino American Student Alliance (SCPASA). S/he also co-coordinates the annual Magkasama with Public Relations in the Fall Quarter.

Financial Manager
Financial Manager maintains an accurate and current budget of both the inside and the outside accounts of KP. S/he oversees and approves all expenditures made by the organization. The Financial Manager researches alternative funding resources. With the Activities Coordinator, the Financial Manager is responsible for holding fundraising events throughout the year. S/he will serve as an adviser, but is not expected, to head the finance committee(s) of Magkasama, High School Conference, and Pilipin@ Cultural Celebration.

Public Relations
Public Relations maintains relations with non-UCSD and UCSD organizations to publicize the events of KP and relays information from other organizations to KP. S/he informs administration, faculty, and staff of relevant KP activities. Public Relations works directly with the Vice-Chair External, Publicity, and Webmaster in publicizing events to outside college organizations. S/he handles press release materials. S/he co-coordinates Magkasama with the Vice-Chair External and keeps good relations with the media. Prior to secondary elections, s/he assumes the responsibilities of Publicity. S/he along with Publicity and Webmaster coordinates the maintenance of Internet operations.

Co-Cultural Coordinators (2)
The Co-Cultural Coordinators will direct the organization of the annual Pilipin@ Cultural Celebration (PCC).  They will also organize and oversee the Official Cultural Cabinet (OCC), director(s), scriptwriter(s), and choreographer(s). They will coordinate at least one (1) cultural workshop fall, winter, and spring quarter.  They assist the Financial Manager with fundraising efforts for PCC before OCC is appointed.

Social Awareness
Social Awareness acts as an official liaison to Student Affirmative Action Committee (SAAC). S/he attends all SAAC meetings. Social Awareness informs KP of all current events and issues that affect the Pilipin@ and UCSD communities. S/he acts as an official representative of KP at various conferences, both at UCSD and outside campus. S/he co-coordinates the annual Pilipin@ Awareness event in spring quarter with Community Activism and Gender/Sexuality Awareness.

Activities Coordinator
The Activities Coordinator plans and coordinates all social events. S/he is responsible for the annual semi-formal dance. Throughout the year, the Activities Coordinator plans and coordinates fundraising events with Finance. In the fall, s/he helps organize Welcome Week and Friendship Games and initiates fall quarter recreation prior to the election of the Recreation Director. S/he also organizes and plans quarterly fundraising events.

Outreach Coordinator
The Outreach Coordinator co-coordinates the annual High School Conference with the Youth Empowerment Coordinator. S/he is an official liaison to Student-Initiated Access Programs and Services (SIAPS). During the year, the Outreach Coordinator co-coordinates the Programming component of KP CORE (Community Outreach to Realize Empowerment) with the Youth Empowerment Coordinator. The Outreach Coordinator works directly with high school students to help recruitment for UCSD and to offer support for Pilipin@ youth in, but not limited to, San Diego County.

Academic Director
The Academic Director coordinates study sessions. S/he implements retention workshops such as study skills, time management, and career options. S/he directs members of KP to other academic resources on campus such as OASIS (Office of Academic Support and Instructional Services), ASP (Academic Success Program), and SPACES (Student-Promoted Access Center for Education and Service). S/he is the coordinator of the academic component of KP STAR (Student Teaching and Academic Retention). S/he actively pushes for an institutionalized Pilipin@ Studies program at UCSD and promotes class offerings related to this program to the UCSD community at large. S/he actively promotes increased education and awareness of Pilipin@ culture and history for the benefit of the UCSD population.

Alumni Liaison
The Alumni Liaison is responsible for creating and maintaining contacts and networks with KP alumni. S/he plans events for alumni and notifies alumni of upcoming events. S/he is responsible for planning and coordinating one alumni event per quarter as well as the annual Pilipin@ Graduation ceremony (P-Grad).

Section IIb: Secondary Officers

Criteria for holding office:
The organization will have secondary officers with the following titles and responsibilities. It is the responsibility of each officer to attend all meetings and events, and to read and uphold the Constitution.

A secondary officer’s term begins upon his or her election or appointment and ends at the completion of the academic year in which he or she is elected.

Operations Manager
The Operations Manager is responsible for all official correspondence for KP. S/he takes minutes at all meetings and sends them out to board members and checks the mailbox. S/he also generates a hard copy of the agenda for each officer at meetings. S/he is responsible for the logbook; s/he must be aware of all officers’ events and deadlines. S/he is also responsible for reserving locations for KP meetings. Along with the Freshperson executive, s/he coordinates the maintenance of an organized KP office. S/he also is responsible for the maintenance of KP inventory.

Freshperson Executive
The Freshperson Executive office can only be held by a freshperson. The Freshperson executive coordinates freshperson activities and co-coordinates the Kuya/Ate/Ading component of KP STAR with the Vice-Chair Internal. S/he has the authority to appoint a transfer student representative. S/he implements and coordinates workshops for freshpeople and transfer students of either informational or social value. S/he coordinates quarterly freshperson retreats. Along with the Operations Manager, s/he coordinates the maintenance of an organized KP office space.

Publicity
Publicity assists Public Relations in advertising all events in campus publications and in the local media. S/he is responsible for producing flyers and/or posters for all meetings and events. S/he informs administration, faculty, and staff of relevant activities. Publicity is accountable for organizing a committee to inform all members of Kaibigang Pilipino of all meetings and events. S/he is responsible for creating and maintaining a contact list of all registered KP members. S/he is responsible for checking and replying to all emails, as well as forwarding information to relevant board positions. S/he along with Webmaster coordinates the maintenance of Internet operations.

Community Activism
Community Activism promotes Pilipin@ activism on campus as well as in the San Diego community. Along with Social Awareness, s/he acts as a representative to Student Affirmative Action Committee (SAAC) and helps co-coordinate the annual Pilipin@ Awareness event. Also, s/he develops one (1) community project per quarter for the San Diego community.

Recreational Director
The Recreational Director assists the Activities Coordinator and coordinates teams to play in events such as Sportsfest, NIT, Rice Bowl, UCSD intramurals, and other recreational events. S/he is responsible for coordinating an annual FCC recreational event. The Recreational Director is responsible for coordinating recreational events with external coalitions and organizations such as FCC, SCPASA, and CAP and works with Vice-Chair External and Public Relations to communicate with these communities.

Ourstorian
The Ourstorian coordinates the documentation of KP by maintaining all records, files, slides, dialogue and archives. S/he films and/or takes pictures of all KP events. S/he maintains the scrapbook, photo album, and/or other forms of media that are due by Welcome Week of the following school year. Ourstorian produces a quarterly project.

Gender/Sexuality Awareness
Gender/Sexuality Awareness communicates with Queer People of Color (QPOC), the Women’s Center and the Lesbian Gay Bisexual Transgender (LGBT) resource center, to bridge these different communities together with KP. S/he creates a space for safe dialogue concerning the issues of gender/sexuality within KP board and KP events such as workshops and GBM. S/he acts as an official representative of KP to various conferences dealing with sexuality/gender. S/he co-coordinates the Pilipin@ Awareness event with Social Awareness and Community Activism.

Youth Empowerment Coordinator
Youth Empowerment Coordinator is the official liaison to SIAPS (Student Initiated Access Programs and Services) by attending the weekly meetings. Youth Empowerment Coordinator is also the co-coordinator of High School Conference with the Outreach Coordinator. S/he also assists the Outreach Coordinator in all outreach activities/efforts. During the year, the Youth Empowerment Coordinator co-coordinates the Programming component of KP CORE (Community Outreach to Realize Empowerment) with the Outreach Coordinator.

Webmaster
Webmaster manages the website and handles internet operations. S/he is responsible for integrating the website into Kaibigang Pilipino activities and innovating it to ensure its usage amongst the general body. S/he coordinates with Publicity to advertise to and communicate with the general body on all Kaibigang Pilipino meetings and events. S/he is responsible for updating and maintaining all of KP’s online social networking accounts, including, but not limited to, Facebook, Myspace, and Twitter.

Section IIc: Officer Procedures

1.    Voting
There must be a minimum of 80% officer attendance at all Parliamentarian voting. Quorum is established at 80%. Once quorum is established, any decision made by the board members present requires a two thirds (2/3) approval.

2.    Accountability
The Chair, Vice-Chair Internal, and Vice-Chair External reserve the right to write-up if an officer:

1.    misses a meeting without valid excuse.
2.    misses an event without a valid excuse.
3.    misses a deadline without a valid excuse.
4.    fails to uphold the Constitution.

The Chair and the Vice-Chairs must be in consensus for write-ups. Officers must be notified 48 hours before each meeting and event, or the valid excuse clause is invalid. Officers must present valid excuses 24 hours before each meeting and event. Write-ups can result in the following consequences at the discretion of the existing board: warning, evaluation by all officers, probation, and forced resignation.

If any officer has reason to write-up the Chair or either of the two Vice-Chairs, s/he may approach the two officers not in question and follow the proper channels for write-ups.

3.    Appointed Offices/Unfilled Positions
If any officer resigns before the end of his/her term, or if there is an unfilled office after elections have been conducted, the Chair will appoint that office with 80% approval of the existing board. The entire board shall assume the responsibilities of any unfilled positions until it is filled.

4.    Retreat/Transition
It is mandatory for all officers to adjust their schedules to attend a fall retreat. Elected spring officers will set the date and time during the summer after they have been elected.

All decisions affecting the incumbent board’s term will be voted on solely by the incumbent board.

All decisions excluding appointments affecting the newly elected board’s term will be voted on by the newly elected and incumbent boards. Appointments affecting the newly elected board’s terms will be voted on solely by the incumbent board.

Officer induction will take place during an annual end-of-the-year event.

It is mandatory for officers to attend a transitional meeting spring quarter with the elected officers for next year.

Section IIIa: Elections

The following positions will be elected every spring quarter: Chair, Vice-Chair Internal, Vice-Chair External, Financial Manager, Public Relations, Co-Cultural Coordinators, Social Awareness, Activities Coordinator, Academic Director, Outreach Coordinator, and Alumni Liaison. Candidates will be selected on a nomination basis, which will take place at a general body meeting in spring quarter. Individuals who are not nominated but still wish to run for office must complete a petition with twenty-five (25) signatures of registered KP members. Candidates must complete an application, statement, and attend a mandatory question and answer forum.

The following positions will be elected every fall quarter: Operations Manager, Freshperson Executive, Publicity, Community Activism, Recreational Director, Ourstorian, Gender/Sexuality Awareness, Youth Empowerment Coordinator, and Webmaster. Candidates must complete an application and statement, and must attend a mandatory question and answer forum.

Section IIIb: Voting Process

A minimum of three (3) days and a maximum of five (5) days will be dedicated to elections. At least one (1) officer must be present at the voting site during voting hours. Ballots are valid with the following criteria: 1. Student ID number, officer initials, 2. and officer’s initial on voting sign-in sheet. Only registered KP students may vote; students may have only one (1) vote. Officers must not influence voters in any fashion. Current officers who are also running may not work at the voting site.

Officers are elected by a simple majority (50% + 1). If in the case of three or more candidates simple majority is not achieved, a run-off will take place. Votes are counted by category.

If a candidate runs unopposed, s/he needs simple majority to win. The ballot shall be marked yes/no. If an unopposed candidate does not achieve simple majority, the Chair will appoint that office with 80% approval of the existing board. If an unopposed candidate runs for Chair and does not receive simple majority, the Vice-Chair Internal will assume the position of Chair and will appoint a new Vice-Chair Internal with 80% approval of the existing board.

Spring elections shall be completed fifth week of spring quarter. The transition meeting will take place before the end of the school year.

Fall elections shall be completed fourth week of fall quarter. The orientation meeting will take place fifth week.

Section IVa: Officer Meetings

Officer meetings will be held on Monday evenings. Meetings can be adjusted quarterly or yearly with the consent of 80% of all officers.

Section IVb: General Body Meetings

General Body Meetings will be held on Wednesday evenings of odd school weeks. Meetings can be adjusted quarterly or yearly with the consent of 80% of all officers. It is the responsibility of all board members to assist the Vice-Chair Internal in the planning and coordinating of the General Body Meetings.

Section V: Finances

At least one (1) fundraising event will be held each quarter. A budget request form will be submitted to ASUCSD at the appropriate time.

Section VI: Membership

Members must have registered and have participated in a KP sponsored event. Only registered UCSD students may vote and hold office.

Section VIIa: Constitution

The Constitution is completely binding and unalterable. If any officer or member of KP believes that changes to the Constitution should be made, s/he must follow the proper channels for amending the Constitution.

Section VIIb: Amendments

An amendment to the Constitution can be added if it is ratified by 80% of the KP voting body.

Proposed amendment must be presented, formally and in writing, to the officers of Kaibigang Pilipino. Once approved by the officers, the proposals will be put on a ballot for voting by the general body. If the proposal is not ratified by 80% of the voting body, the proposal may not be voted on again. If the proposal is ratified by 80% of the voting body, it will then be reviewed again by the officers for final approval. The proposal must be approved by 80% of all officers.

Section VIIc: Revisions

The existing board is responsible for reviewing and making necessary revisions to the Constitution at least every two years.

Section VIId: Suspension

The Constitution may be suspended under special circumstances for two (2) weeks with the unanimous consent of the officers.

Section VIII: Formal Support

Approval of 80% of the existing board is needed in order to build coalitions and alliances.

Section IX: Approval of New Officer Position

Approval of 80% of the voting body is needed in order for a new officer position to go in effect. Once 80% is reached, the Chair will appoint that office with 80% approval of the existing board.
